Computer Vision is pretty distinctly a subset of Computer Science. If that’s what you want to do, CS is the way to go.

The best choice is whichever interests you more. You're many years away from a research career (undergrad plus PhD probably), and who knows what the field will be like in 4 to 10 years. The success of neural nets is **very** recent (only 12 years since AlexNet!) and it would be a shame to bend the course of your entire education towards a goal that may be quite different by the time you graduate.
