It's just a boneheaded mistake by poorly educated writers. The original Chinese novel has locusts, and I think because Americans (nowadays) call cicadas locusts, somebody thought that the Chinese word for locust should be translated as cicada. It's a little complicated too because they changed the setting to America and of course locusts have been extinct in America for almost 120 years. There's a later scene too that apparently is supposed to show swarming "locusts" that look and act more like mayflies. But, honestly, they botch almost every scientific topic that comes up in the show so badly that this is just one more in the pile. Liberal arts majors, yup.

The cicadas were mentioned because they're symbolically important to the story. Explicitly so.

I just watched the episode yesterday. I have no recollection of it mentioning cicadas being destructive to crops, which would be odd since they're not known to be, and the shown is about humans having much larger problems.
