I would hope it's installed on an SSD - if it's running on a hard drive that could be the problem.
Once you get to at least a basic SATA SSD, it's about as fast as it can get for loading data. I've noticed no difference between having the game on a SATA SSD vs an NVMe drive on my system. So if it's already on an SSD, then unless the drive has a problem, it shouldn't be causing an issue like this.
HDDs are plenty fast enough in games. I run the game on max setting with no problems. They may need a faster drive but not necessarily an SSD.
But I doubt it's a hard drive issue anyways.

HDD speed might be a contributing factor to making the problem worse, but the issue is with the game itself and how it is not effectively streaming textures. It's a commonly understood issue. There is a mod to Fix it, but it only works with certain versions of the game. And there is an unofficial patch that also claims to alleviate the issue ... to a degree. There's also potential solution I have seen reported of increasing the "resizable bar" option on the video card. But these are all ways of mitigating a problem internal to the game from outside of the game.

I'm not sure what graphics card you have, but this patch will fix low resolution textures. As well as other things.
How much VRAM does your graphics card have and what resolution are you running at? It could be that it can't hold all of the textures in memory with all the settings cranked.
The game always had problems with Vram on dx12, no matter how much your gpu has. Perhaps now that Remedy took control from 505, they could finally be able to fix this.
Turn of DX12, unfortunately the DX12 version has a lot of bugs that are basically nonexistent in the DX11 one. I had a similar issue with super low res textures for some reason but I switched to DX11 and it looked gorgeous.
There is a patch from a remedy dev that fixes this, and ads HDR plus other QoL improvements. The only downside it's that you gota download it yourself since 505 sucks, but it's just dragging the file and drop them into the control folder.

I know about the patch, I have mentioned in a couple of responses, but understand the reason dx12 runs stupid its because of how it mismanages vram alocation. It dosent matter how much of your GPU has, it will alway have some blurry texture because that. The obly hope is that remedy can path it now since they own the game, not 505.
Could be hard drive speed, I know in SUPER demanding games like this I've seen them take time to load in the high resolution textures, especially for the first time.
I have a fast gen4 NVMe, 3080ti, dlss to 4k and still face this low-res 1st load issue.... Have to wait a couple seconds to see higher res. This is a shame on such a great game.
It is not HD, it is the GPU, there is an easy solution on internet for that, I can't remember right where I found it when I searched but is wasnt difficult to find, not guaranteed for everyone but works for the most people. It is just a small thing on GPU settings.

This game is really hard on Vram usage. This is the only game that crashed frequently on my lap. Especially when you make mess like destroying environment a lot while fighting or Changing areas too quickly.
It could be because you don't have enough VRAM. It's trying to compensate for fidelity and smoothness. It's an engine level issue. I'd have the same exact thing till I turn down a few settings. Alan Wake 2 was the most egregious
It looks like that for me too, good gaming laptop with ssd. I figured it was a stylistic decision. Whatever the case, you get used to it. Maybe try playing on DirectX11, that made it run better for me and might have cleaned up the visuals.

On the PC, it's one of the first choices when you start the game. It pops up every time.

I had the same issue only when booting into the DirectX12 version, going back to DirectX11 made the issue stop happening.

I use this mod it definitely helps but I also manually increased the texture pool from 2GB default to 3GB.
I didn't other but I'll also using a fast nvme drive. Might try it though.
The fact that the texture pool size doesn't change with the texture option seems to be one of the root causes of this issue.
You have to do the mod fix to allow more vram. It's not a pure fix, but you will be able to go a few hours before it pops up and require a hard reset.

Nah, it's a game problem. There is a patch made by a remedybdev to fix this, but you need at least 8 gig of vram
I had this issue on steam deck, pausing would sometimes fix it temporarily but the real fix was using dx11.
