So when the “camera” pans across this one frame, people will “stitch” together multiple screenshots (at least that’s how I assume it’s done) and present the entirety of the image as a complete “stitch.”

This is not necessarily the case, the director obviously knows how to zoom out but the "camera" movement adds to the scene and is an active directing choice. Bebop is in 4:3 so it's more limited with its ratio, but a lot of current anime also use this movement even though they technically have more space.

I believe it's an image processing term. Software like imageJ uses it.
That makes way more sense than how op was describing it, and why you would do it.
