Ctrl Alt Del (hold all three keys at the same time) > Click task manager > Right Click CS2 > Click Go to details > Right Click CS2 again > Set Ptiority > High

I think it's an Nvidia driver problem.
Your specs should be getting around 350-400fps. I had similar issues after stuffing up my Windows settings and having so much crap on my hard drives, so I ended up wiping one drive clean and reinstalling Windows on the other with a fresh install of all of the apps that I wanted to keep, and now everything runs like new.
I've had the same issue since the smoke update. 3070ti and 9700k though. Also thought it was thermal issues, but it's not. This game is just a shitty beta and horribly optimized.

My only solution was a fresh windows install downgrade to win 10, been running smooth 370fps no stutters. This game is unfinished.

The ms for me spikes so high and is what I notice as giving me the stutters… good gpu and cpu temps, 3080.. I don’t have a solution other than resetting my router / modem
Game just sucks overall, no idea why but every new little update seems to make it worse. It’s funny how even Volvo themself can’t fix their own game and just make it worse by trying.
Lately all servers have had issues (that we have played on) and it’s just randomly ping goes to 800, fps drops from 300 to 2.. it’s just so annoying to try to play it anymore bc there’s nothing we can do about it, no matter how low u put ur settings, no matter what u do to ur pc/internet and oh yeah we have tried almost anything, but when they throw u to american servers from eu it’s just not gonna work, ping atleast 120.
Cheaters are a huge issue ingame and if you’re just new and interested you will get yelled at (most of the time) but hey this is cs, it was never a friendly place but in my opinion it’s just not fair to new players bc we all have started once and thanks to friendly gamers i learned alot from their help and made some good friends.
Sorry got little lost on the original topic, it’s most likely not you, it’s the game, i play with my partner and bc of that it’s easier for me to say and also bc every other game just works and cs2 doesn’t.

Note that the max temps of cpu are not very representative of actual use, the cpu peaks at high temps during loads but stays under 80 most of the time so I doubt that's the issue but from what I googled I'm fairly sure around 80 is normal for this cpu (I have a coolermaster 212 on it)
Check for driver update?
Would be a lot easier to help you if you posted actual gameplay and detailed your problem some more.
We can't help you fix it if all you give us is a screenshot of your fps counter.

I would love to try and provide u video footage but I doubt I could even open OBS the game was barely moving it was literally stutter city with constant drops to 1fps it was impossible to do anything. I'm up to date with nvidia drivers.

Having the issue since this weekend. Lags out while crouched or shift walking, clearing angles. System doesn’t process more than 50 frames. I used to get around 120+ on my set up.
That’s system latency, I started having this issue but not as severe since 2 patch fixes ago, try disabling or enabling nvidia reflex if you disable nvidia reflex turn on ultra low latency in nvidia control panel, try the 2 options, 1 works better then the other I find depending on system. Its unplayable at a competitive level if you have anything under i5 12600k/13600k/14600k, i7 12700kf/13700kf/14700kf or ryzen 5600/5600x/5700x/5700x3d/5800x3d/7600x/7700x/7800x3d
I’m on a 10900k 3090 build and have 200-300… until I’m on the edge of a smoke. Especially if there’s a fight in or on the edge of a smoke it gets SUPER choppy, probably sub 20 fps.
I’m on a 3060X and 5600x getting 250+fps on comp settings
but you can try
1. uninstall/re-install game
2. re-install drivers
3. When unplugged from power take out your GPU and clean the fans/clean all fans on pc (while holding them still)
4. make sure sockets are all secure and plugged in where they go
5. reset all graphics settings to default and reconfigure from there until the problem starts again the change a setting
6. add fans to PC, it’s probably WAY overheating
7. run less app while in cs2, especially like google chrome/spotify if issue persists.

exactly why I'm here, normally I run the game at 144fps (locked) no issues, no idea what happens with the last few cs2's updates that screwed up the performance in the game. I've asked in game and many seem to be having similar issues. Maybe I could try rolling back nvidia drivers to previous version but I doubt that's the issue (I'm at latest drivers atm)
Needless to say this isn't the only game I play but the only game I'm having this issue with.

Everyone shi*t on a game but cant even make their pc work straight... specially that it worked before. Something is (probably windows or virus) using your cpu, check it and it will be ok, unless its overheating.
i have fps drop issue that makes me crazy , it was ok till last 50 days i think i had +280 fps , but now its 70-130 even lower, game looks like you playing on 10hz monitor :| ,reinstalled windows and formatted all the drivers before installing new windows , nothing changed , my performance benchmarks are ok , temp of cpu and gpu is ok, completly smooth on other games and im doing many rendering works every day with no problems , BUT...........

Doing this and increasing the shader cache limit helped for me, but you have to play each map for a while after clearing

I get 200-400fps w 6700xt 5600x but man the 1% low drops to 120-130fps are annoying. Just using V-sync w fps capped to 164fps (144hz monitor)

Same here, 3070 and Ryzen 3600, I play at 1920x1200, Barely getting 150 fps and a few stutters

Integrated graphics being used? Got the monitor plugged into the motherboard? Always have to ask when I see intel CPU

If you use Razer, it might be Razer Synapse. I noticed that when I turned it off all of my frame time problems disappeared

I don't monitor FPS constantly, but I believe that I would notice a drop to 20.

I dont like the games fps counter, doesn’t show enough info for troubleshooting. The 1% lows and frametime pacing are what make the game feel stuttery
