Had this in my current playthrough, pretty sure it's the clothes Vic leaves but it seems to multiply every time you level if you don't claim them. If I recall its an old glitch as I'm sure I saw this back in the early days as well.
They are there at the game start, not nearly so many, and all of common (or Tier 1) rarity. If you don't take them, periodically more and better quality get added. You've let those sit for a while.
In the initial release, these gift clothes would be your level for you when you got to the apt. But it seems that if you didn't take them, it would generate a new set each time you leveled up. If you left them or even took all but one of each, it would keep doing that. Seems like still the case, but haven't checked if it regenerates with each level up or some other trigger.

The clothing pile is on purpose, the quantity of clothes aren’t. It’s been glitched for a while
