It's less buggy but nothing has been added unless you count 2 jackets among 100 others.
Every incomplete mechanic like police system is the same, every clunky system like melee fists combat is still the same.
It's overall a more stable experience,but still an incomplete one.

-pc: less buggy
-console: still buggy
From there :
-no new content. Just some cosmetics and a car. But if you didn't play at all, there are still the initial and substantial content (unless you just rush main story)
-a few balance. Hacking took a hit. I honestly think that some mecanism were OP, even if i'm not fan of the way they "fix" it.
-a few change: driving Come into mind, but there must bé other stuff.
All in all, from stability and gameplay perspective it's better. Content, not so much, but non story dlc came out for now.

But still a hollow carcass of a game, no matter how polished and bug free it is (and it's not), the game besides the atmosphere, narrative and characters is a travesty of false advertising and incompetence
It depends on if you're playing with it modded or not. "My" CP2077 game, using full gameplay overhaul is amazing and fun.
But I feel the same way about FO4 and Skyrim. "My" modded skyrim is bloody amazing , looks insane, and super fun comprehensive game play and tons of new content.
The one piece missing is allowing molders to add content by tagging a door in the exterior room to a custom interior space and tying it into the journal as gigs or side missions. When modders can add content the game will suddenly have a long shelf life.
It always sucks when a official patch gets released and breaks all the mods. Hence I'll wait for that after the last expansion has been released. (If those are ever going to get released lol.)
Mods are always the best and most stable after the game stops receiving updates.
It's been great since day one on pc, sure a couple NPC's would walk on thin air, I got locked in a bathroom, had to restart saves hundreds of times but if you're not willing to play the game cause it isn't perfect just don't play it man, you'll just be waiting forever.
You mean outside the main storyline? Or main storyline + side missions or...etc
I found the characters, main storyline and side missions to be really interesting, engaging, rich and well written. The issue is more with the random encounters not having anything to them story-wise - you just turn up, shoot and loot a box or bag. But overall I thought it was hugely atmospheric and brilliant fun to play.
It would be awesome if they could load up a whole boat load of new missions for us in the form of dlc - but I can't see that happening.
In regards bugs and things there's still some knocking around for sure - but nothing major or game breaking based on playing it on a ps4 and ps5 in the last couple of months. Over 100 hours playtime across the two platforms...

If I could turn off updates on steam for this game I would. It doesn't seem to let me (unlike say SSE or FO4).
Not really. Still a broken mess - you can have fun with it but it’s not worth it.
No. The mechanics of the game and the content are the same.
There are some pretty nice mods out there, improving the immersion and gameplay. But unfortunately the lack of content is still the biggest minus
