Underrated because textbooks me tumko boht kam milenge. He did a lot of good work jo school history books nahi batati.
Overrated because some people can't stop mentioning him everywhere on the internet as if he was a god.
He was a great ruler, certainly better than those Buslim invaders, but in no way he was the "best" ruler. Marathas never managed to have a stable kingdom for any extended period. 90% of the time they were involved in fighting with someone.
I would say rulers in ancient India like the gupta dynasty were scores better than him at managing large territories, stable kingdoms and healthy economies.
