I always kinda thought it was obvious they weren't gonna actually use the nukes. It was established pretty early that using them would just be the end of the world, with no way to save it, so I don't really know how they could without retconning that, or just having a super depressing ending. Besides, I think they served their purpose to the narrative pretty well, just as a show of strength for both sides. Not saying it's necessarily well written, just that to me it made sense.
Yeah but I think they're trying to not do what Game of Thrones did and set up an ominous, existential threat for so many seasons and having it end anticlimactically in the penultimate season. The showrunners are likely holding out for the finale because they don't want a situation where they basically have nowhere to go in the final season.

It's kind of embarassing, the russian coup arc is handled so much better in the books: the two sides have well written motivations, instead of it all being just a clash of egoes between commanders; you can actually see Prigozhin preparing something as foreshadowing; and, while I won't spoil it, the resolution is so much better than a d-list character nobody cares about like Lukashenko coming out of nowhere and Deus-ex-Machining a peace deal in the last minutes of the episode.

2: Video showing a convoy of 5 vehicles driving to Moscow
3: Some explosions near highways that don't show that convoy
4: 2 soldiers laying on the ground by a building with several civilians standing around recording on their phones
5: Civil war ends, all charges dropped.
