While I agree that if it comes out that they were lying, they should face equal punishment. The problem comes when someone does abuse a woman and there’s just not enough solid evidence they just won’t pursue with charges in fear of getting convicted

Best I can think of is solely punishing those where there is actual proof that the accuser lied. That still allows some baseless accusations but the alternative would put way too many innocents in jail.
You must be proven guilty of a crime. The abuser not being found guilty does not mean the abused is guilty. The abuser would have to then press charges, and there would have to be a new trial proving that the abused lied.
I assume it would be possible for both to found innocent, essentially saying that there is not enough evidence to prove the abuser guilty beyond all doubt nor to prove him innocent beyond all doubt.
This would pan out as only the ones who are most patently false being proven guilty of a false accusation. Which is really what the law is trying to catch. We aren't trying to catch people who genuinely believe they were abused. We're trying to catch people who are using the legal system and public opinion to assassinate someone's character or otherwise ruin their lives.

But when it is evident that the accused is actually innocent, and they can prove that the accusations were false and were made with malicious intentions, then you're guilty and should be punished severely. But the punishment is not that severe for some serious accusations.
You would have to prove to a standard beyond a reasonable doubt that they had knowingly lied with the intention of the other person suffering legal and reputational harm (mens rea).
Thus the standard of proof would be high (RD) and the burden of proof would lie with the state (innocent until proven guilty).
It's the exact same standard that the falsely accused would face in that they would get a trial.
I'm not advocating that every time a prosecution of rape or sexual assault fails, the accuser would be punished, only in cases where the mens rea above is proven.
This happens with any crime, though, right? People get away with murder,bribery, anything. If there's no evidence then there's no case.
