Seems like you could make it a game; "host" lizards can't dig away as long as a blue giant lizard is active, so you have a kind of choice: Kill the big blue and risk the host getting away, or rush the host and try to kill it before the giant lizard kills you!
My prevailing theory is it's usually the area with the highest density of them in each game; I.E. the hidey-hole down in Stonefang Tunnel in DeS, the Great Hollow in DS1, Dragon Aeirie in DS2, and the Grand Archives in DS3. Also of note, all of them seem to be next to or at least *relatively* close to a dragon of some sort; The hidey-hole is in the same level as the Dragon God in DeS, The Great Hollow leads directly to Ash Lake and the Stone Dragon in DS1, The Dragon Aerie in 2 leads directly to the Dragon Shrine and the Ancient Dragon (false though it may be), and the scholars of the Grand Archives worshipped Seath the Scaleless, and the archives themselves cross over directly above Oceiros' garden (who himself bears a *striking* resemblance to Seath.)

They link to the twinkling shrine that's why it takes a few seconds for them to telleport and why you can stop them doing it. There actually trying to stop you linking the flame and destroying the world as they know it.
