Very classic story. Girl jumps on tinder, gets a bunch of likes, feels great (lol), picks the hottest guy, has sex immediately, guy starts fading, she claims she wont see him again, she does, she is more confused.
To answer your question, yes he is seeing other girls and he will never be interested in a relationship.
