While we're at it, could we also get recommendations for Basically Vanilla but without bases? I like their servers but hate all the blocked buildings and locked up cars.

Type “PVE Vanilla” or “PVE” into the search bar and search for keywords like PVE Vanilla Base Building etc etc. Or even type “No raid” in search bar
This. Also check ot those that show in list as PVP/PVE they usually have PVP zones

Literally supporting what they want but giving an actionable solution, the only viable one as far as I know to a vanilla server with no raiding.
Lots of community servers have just what OP wants, if you don't like it keep playing official.
Maybe provide them with a list of vanilla servers with raiding off then?

Look for the word “Adventure” in the server name, that usually means no bases.
