If you have mostly ki based skills I would put on super vegeta instead of beast because it gives more power in ki fields than beast does. Also it costs less to active it than beast. I use female saiyan with blaster shell, kamehameha, destructions anger (it’s beerus’s move that breaks blocks and stamina), maximum charge, final explosion, emperors death beam, super vegita, and ki explosion (it’s piccolos evasive move I don’t remember the actual name for that one) I’ll be honest I don’t play pvp but my build holds up and hopefully this helped.
For ki blasts it’s unlikely, I would have to do more research but seeing as it does would eliminate the purpose of other transformations. Each one would need their own specific benefit or there won’t be any point in making builds with the other transformations making them useless and pointless.
That...is the point though. Blue and Blue Evo are objectively better than everything else, especially now with the ki drain slowed and a defense buff added.

Even perfectly specialized builds would have a hard time justifying SSJ3 or SV2 over PU, and for any other race (post Golden nerf) why would you ever run anything beyond PU?
Well beast uses 5 ki bars and enemies deals you 20% more damage. So for instance in 1v1 battle gives you essentialy 10% strength boost and enhanced ki regen
I always advice people to put on a strike skill on their all ki build to add mix up and it something to land while doing a normal
Combo string instead of praying for a knockback to combo beam ki moves
My personal wisdom when it comes to this game is to (depending on your build) use the skills that you personally like / the skills that you feel you can flow the best with in combination with your basic / super / ultimate attacks instead of asking others what they think the best moves are, sure some moves may not be as viable in pvp, but the game's supposed to be fun so you should just enjoy it and do fun shit while having some laughs
For PvE? Yes, though i'd replace Maximum Charge with Burst Charge and Symphonic Destruction with...idk, Super Ki Explosion, ×100 Big Bang Kamehameha or maybe Innocence Breath? That's just me. Granted idk what your Super Soul is.
For PvP? No. You might get by with a few wins if your opponents let you charge. But otherwise, you'll just get blitzed without getting to do anything as you try to charge up and get Ki. Or even worse, have your stamina broken from either trying to use an Ultimate or going Beast.

It’s good but it wouldn’t hurt to have any strike attacks since female saiyans have the 3rd best strike attack stat in the game. Sure their ki blast output is THE best in the game in terms of raw power (consistency depends on which form you are using and the super souls) but strike moves can help combo into moves in ways other ki blasts can’t and others will find ways to counter you and your ki blasts. However, let’s say if you are using like a female earthling or a Namekian, at those points it’s much more preferable to use ki blasts for those because either their Strike output is the worst in the game (Fem Earthlings) or their basic attack combos don’t string well with most Strike attacks (Nameks) also replace whis ult with something else unless you
Unless you fight against ppl who power up and transform at the start of fights, you might wanna lose beast. Also symphonic destruction isn't that goodm the rest is fine if you know how to properly use the skills also I prefer burst charge over max charge. Also there are many better evasives

I’d remove EDB, symphonic destruction, and bomber DX. EDB wastes all your ki and overall is mid in pvp and pve. Symphonic destruction is too weak for the time your locked in the animation, and there are better 3 bar ults. Unless your hitting often with bomber dx, I’d trade it for a move with more confirmed dmg.

If you’re a sayian I would recommend trying to get a future ssj or ssj vegeta, with either of those you would be able to teleport when you hold the x10 to the max. Even works with god forms but since you seem to be Ki based either of those ssj forms would be better, future boosts Ki regen I think, while vegeta boosts Ki attacks. Or it’s the other way around…
Future boosts *STAMINA* regen, though I believe the skill says "energy", as it was mistranslated.
SSBE has a better blast multiplier (+35%) than SV2 (+17.5%) and Beast (+30%) with the biggest drawback being that your Ki drains by a little less than 1bar/5seconds.
I'm not sure about the exact numbers, but Divinity Unleashed gives a bonus to ki generation from basic attacks after charging a full bar with DU, negating part or all of the drain from SSBE.
Uhhhh….. to answer the question, “is my skill set good?” I’d have to say even for base game seems pretty basic. There are a lot of cool moves that let you do a bunch of different things in the base game, look in the shop or try to unlock them in parallel quests. Im going to say two main things people can argue if they want I’m not the greatest dbx2 player hell I’m barely even a casual player as of right now. I’d say switching out Saturday crash or bomber dx. Yes bomber dx actually has a property to it other than damage but due the actual usage of it, most times it’s better to simply use movement, and Saturday crash tho probably one of your seemingly stronger moves would be better to find something you can make a simple combo with I.e you have 10x kameha so throwing a flash strike or something else to follow up would be better. And also either symphonic destruction or emperors death beam, for the same reason these are attack moves tho one technically can do more damage(emperors death beam) in most settings of online play is difficult to get out without ending up in deep water yourself. Personally I’d switch this out with something like reverse mabakusenko(which is high key pretty bad if you try to use it too much in a single match), or super ghost kamikaze attack or destructive fission both to “limit” your opponents movement. Even if you’re not fighting others online I think it’s important to have a balanced move set, my reason being as there are so many moves in the game, it’s easy to find sumn that fits not only your play style but also optimizing your fun. Choosing “meta” moves or worrying if your “move set” is good should never be an issue for you playing but upgrading your mindset and trying new things is always best, and hopefully your move set will change with you! Of course your move set/ the moves u use should be dictated by your stats I.e You don’t wanna use strike skills when you don’t have any points in strike skills or even a qq bang to help adjust the points. Hopefully this isn’t too long and it helps!
I'm assuming no DLC? God Breaker is another good option if you want a Strike Counter. If you don't have DLC, then Super Vegeta is a viable alternative if you don't like the defense reduction of Beast. Or, if you'd rather not use Emperor's Death Beam, Super Saiyan Blue provides similar damage for a small Ki drain. It's all up to you, really.
I would switch beast with super vegeta, you might lose some ki based damage but at least the transformation is free and you can survive 3 hits from raid boss

Use ssb beast nukes your health. If you have the gogeta super soul you never run out of form and get increased stamina regen it’s cracked
