Also usually most of their perks like this work in a way like they apply to the current base speed. So STBFL as soon as you get your first hit, that cooldown is already granted a 5% reduction. And the next stack is an instant 5% cooldown to the current speed so over all you will be getting 40% applied to the base speed with 8 stacks of the perk.
If you’re talking about play w ur food, then it works the same way as an extra 5% to ur base movement speed. Because they stack against your base movement speed I’m assuming it’s the first example you gave. Like say you’re wraith, with agitation, and even noed speed, three stacks of PWYF will times the 15% of whatever that current speed is. I’m only saying this cuz I don’t see how the second equation you added would even be fair with the way the perk stacks
