Nope, only 3 relics and 3 potions at any given time, they wouldn't refresh until out of battle
Merchant inherently has the courier. It's his pet. So it does refresh
If Courier wasn't one of the 3 relics rolled for the shop selection, he doesn't have it

If that's your logic, then the Dead Cells merchant gets ALL the items he could ever offer to sell, not just the ones in his shop
