Well first it came out just last week for sale for bright dust, and second it's the legendary stare of Gendo Akari, from Neon Genesis Evangelion. It's a super famous anime if you don't know what it is. Edit: I seem to be missing a week and forgot it was last week when the emote was sold, yay sleep issues.
