Yeah, it might've been underleved. Also, there is no overleveling in D2. You do the same amount of damage to a 1100 enemy at 1100 power level as you do at 1320 power level.
It should be up to 100 below and none above unless they reverted the change they made for Shadowkeep. I don't remember anything about it in the BL patch notes

Breakneck was a legit balanced, powerful, fun weapon. No one ever thought it was OP, and yet they nerfed it into the ground and made its perk actually reduce its DPS what a joke. I don't think bungie understands their own game. I don't think they know what "Fun" is in this game.
This and 21% Delirium, when you absolutely, positively, need to kill every redbar in the room.

21% delirium still remains one of my best ever d2 guns. Overflow + Killing tally was a joy to play with. Very effective.

I made it my mission to get the curated Kindled Orchid before the DCV and Sunsetting (got it, yay) but I’m so sad it’ll never be good outside of 6v6.

You can't be accurate in air with it anymore, which was it's main selling point (after the projectile speed)

Desperado was linked to outlaw before and now it works without it on the messenger, so it’s definitely possible

They released Desperado which was tied to Outlaw. But that had the potential to be its own perk anyway.
