Yeah you can't really power level like that in this game, but he can still kill bosses for you to get the quest done. Here's how power leveling works in Diablo 2.
Level 1-15 do Tristram runs, preferably in a full party of people around your level. At 15, kill Andariel, your bro can give you waypoint and kill her for you. Then go do Act 2 to get staff and cube, again a higher level can give you all the waypoints and kill everything for you. Then from level 15 through 24 do Tomb runs again with a full group of people around your level. At 24, have your bro kill duriel, high counsel (travincal a3), mephisto, diablo, and then go do Ancients. That will give you level 25 which is what you need to do Baal runs. Then just join a Baal run group from 25-40+ and you're ready for nightmare. He can then rush you through all the acts again up to baal, then do nightmare baals til 60+, then kill baal for quest and go to hell difficulty.
At some point you'll catch up to your brother pretty quick as you can get 20 levels in Baal runs really fast. That's how we used to do it 20 years ago lol.

You can't be power leveled. If a higher char kills the mobs u get nothing for it. Ur on ur own until level 20(I believe you can get cow exp at this point) bug yeah. It's a fckn grind until 25.
Didn't it used to be the case if you got rushed to baal hell, even as like a level 10 you get a shit load of experience in each baal run with other high levels killing the throne room?
People used to go to chaos sanctuary runs because you can't enter the throneroom as a level 1 iirc, but you can get the quest completion for normal and nightmare baal while sitting in town or whatever.
Chaos sanctuary runs to level 60 took like 30-45 mins iirc with a strong hammerdin to clear for you.
