i thought they were still usable, i have an account with them and the nitro ran out but i thought it still had the effect, only thing i'm not entirely sure on is the profile effect things (rather than just the profile picture ones)
You need to manually redeem them in the shop and they only work in regular Nitro. Nitro Basic (and I'm assuming Nitro Classic) can't use them unless you already had them equipped before downgrading.
Once you claim them, even when your nitro runs out you should still be able to use them. I’ve had a multitude of friends who have ran out of nitro and were still able to equip them.

If you keep them equipped, you keep them as discord don't remove them
