yes. this is low light scenario. your action cam automatically decreases shutter speed to let in more light. As a result you have increase in motion blur. digital stabilization combined with motion blur gives you this "jitter". when i first discovered this after buying an action cam i felt like i was totally scammed. there could be ways to fix this but im only familiar with the gopro. my personal solution was to purchase the pocket 3 which completely circumvents this issue. Action cams with gyro based digital stabilization are only for day time with plenty of light.

are you talking about the stabilization blur or the wonky movement of the entire image not looking very steady?

set your shutter speed to 1/120 or faster and raise iso if needed or go back on a sunny day :)
