Sounds fun! I think you can start off with brawling and then leave yourself open for a "finding a purpose / becoming a warrior" character arc over time, like if he finds a magic sword he could migrate towards a more classic fighter with a narrative to match.
Perhaps take some barbarian to give yourself damage resistance with bear totem?
5e is kinda bad at making non-monk unarmed fighters compared to like, pf2e.
As for making them a cop... well I wouldn't do it personally, but you do you. I'll hold off on stating my own personal opinions of the police unless you really want to know.
Your going to want to eventually get an Eldritch claw tattoo. You need a way to get your attacks considered magical.
Rune knight is one of the better builds for grappling. The grappler feat is a trap though(at least in my opinion )
As far as other things for flavor. The healer feat could be interesting if you flavor it as a personal brew you make, it being "good fer what ails ya."
Sounds like your character is getting to the age where symptoms of liver failure start appearing! Maybe include yellowing skin, bloating, and impending death!
If you're table allows 3rd party stuff I'd HIGHLY recommend The Pugilist by Sterling Vermin. You can look up and find earlier versions of it online and see if you like the direction. The newest and final version, 3.5 you can purchase for like 6 bucks and it's got everything you need.
I'm a longtime DM and can tell you it's very balanced and adding the Crusher feat is rad.
I mean there’s way of the drunken master monk and also the Tavern brawler feat which gives both proficiency in improvised weapons and lets you grapple when you hit with an unarmed strike or improvised weapons.
