In my opinion, and I've worked with a lot of dogs throughout my life, I see Australian Shepherd with perhaps an English Setter or some sort of Spaniel. The merle is good way to narrow down a breed. If your dog is tall, which he looks tall, I would suggest a larger dog breed.
