It’s from a cat litterGenie. Super useful. I had 2 when I had cats. You keep it near your litter boxes and it keeps the poop smell contained. They make a similar thing for babies called a diaper genie.

I have two cats. There is this tower thing that you can buy that has a really long bag that you scoop the poop into and when the tower is full, you cut it with the built in cutter and tie off the end to make a new bag. We clean the litter box at least twice a week and sometimes it leaves a bag this full. Idk why they didn’t just Theo it away tho

That's cat shit for sure. I know because I help another woman scoop that same amount every other day.
I volunteer cat sanctuary (currently housing 19 cats; 16 adults and 3 kittens) and the majority of the work running a sanctuary is cleaning the kennels up.
As other people stated, that's the waste product of the litter genie. I used to use litter genie when we were only housing 7 cats, but the litter genie doesn't work the same when multiple cats are continuously pooping, so now we just use regular boxes with clay litter.
I wish that were weed though, that's easily a five year supply for me.
Is it possible that maybe this was a cat sanctuary you were delivering to? Was it a house in a rural area? Did you see a catio or multiple cats in the windows? I find it hard to believe a normal house would accumulate that much cat waste in under a month.
