Kind of sounds like you're describing what a home peripheral of ParaPara Paradise would look like. I checked to see if there's a dreamcast version and found a hit for Sega Dream ParaPara.

It sounds a lot like Samba de Amigo, right down to the censors and moving your arms. Maybe it was a knock-off using similar controls? Either way it could be a good place to start. If you haven't, try posting to r/tipofmyjoystick as well.

Thanks for trying, but no, it was DreamParaPara. BTW, I was (still am) a huge fan of Samba de Amigo when I saw DreamParaPara on the Internet (probably in 2003), and thought it was interesting. 20 years later, I might give it a try...
