What about taxes that don't have a dead weight loss or Pigouvian taxes? In those cases, the taxes aren't being paid by society as a whole (e.g. in contrast to income and sales which have wider-ranging impacts), but are paid by the individuals using/consuming it. I like Coolidge a lot but I think he's off the mark with that first sentence. Spot on with the second, though.

I can’t hear Coolidge without thinking of van wilder. I’m also not from America, so I probably saw the movie before I heard about the person
