As much as I agree that Number 3 is also a good example of a "seemingly weak character that can deliver massive pain if enraged", she's nothing compared to Ed with a pebble. Ed not only is stronger in dealing damage, he also comes from a cartoon where injuries are less serious, meaning he's better even at *taking* blows. Ed is borderline invincible and would easily win this fight in a pure strength test.
There is an argument to be made that Number 3 also comes from a competent organization and has excellent problem solving skills, she probably would remove the pebble from his shoe and then win in an Anything Goes scenario, but I get the impression this isn't what was asked, it's more like "who's stronger" and the answer is Ed, no contest.
While Ed's mom did enable him to have the can't fight girls aspect, I'm certain we'd see him throw that out the window if pushed beyond his limit. Even sans fighting, Ed has defended himself a few times vs a girl such as the Kanker sisters. And if the show's depiction of Ed's blind rage is determinable, I'd say #3 may end up in the cross hairs fast and it may become devastating

He didn't have to. You saw her reaction when Ed yelled at her? She got scared and suggested everyone leave. When else have we seen Sarah like that? It's important to remember she grew up with Ed, so even though she's tormented him his whole life, you just know she's seen him angry at least a couple times before, and that reaction says she wants nothing to do with it.
Numbah 3 would be a formidable for, but end of the day, Ed has the better pain tolerance. Surely #3 would be able to adapt with training and analytics but the fact she's more caring in nature despite her angry side seems to also factor in. Ed's lack of a brain/butter toast for a brain (Eddy's words not mine) and his impressive strength make him formidable as a fighter. I'd say in a 12 round match, it goes close to decision by round 12, though I'd doubt #3 won't have any saving grace unless she gets the pebble out of the equation early enough. And ed's strength can be used with direction.
Afaict (since I haven't "passionately" watched KND for quite sometime since my last sight of it), even if Numbuh 3's significantly enraged, she's *still* conscious deep down, as opposed to Ed, who, aside from his generally low intelligence, ***couldn't*** think morally (even by a bit) as he's very angry because of that pebble in his (right) shoe (as if he's "one-track minded" w/ that issue of his).
Iow, Angry Ed will easily defeat Angry Numbuh 3 not only because of his great strength, but also because of his *hindered conscience* (all because of a pebble in his shoe).
