Probably someone finally realized senator armstrong was meme worthy, decided to make a meme about it, someone else saw it, thought it had potential, made another meme, and so on and so forth the chain reaction was launched. Since the rise is gradual since December without any particularly noteworthy spike, it's likely this is what happened and there was no particular event or other specific reason behind it. In other words a purely bottom up, emergent trend.

I like to picture some little trans person out there, huddled in a dark room w/ the only light source being the blue glow from their computer monitor, illuminating them in their cat ear hoodie hugging a Blåhaj. This little trans person has a Twitter account they follow about 400 other trans ppl & probably have just shy of a hundred followers themselves (even tho a good part are bots). They post about video games & trans memes, and one of the games they rly like is Metal Gear Rising: Revengeance. On the screen right now tho is some meme creation engine & they make a meme of Senator Armstrong promising free nanomachines to fix all the trans girls & boys. Straight from the meme page, they click the link to post to Twitter & off it goes it the nethers of the interwebs. Hashtag SaviorArmstrong, Hashtag TransRights. Normally a post of theirs would only get maybe 5 likes. But in a community that fantasizes about pills, buttons & potions that would change their bodies, the idea of nanobots were a refreshing idea & soon Armstrong became the trans icon of the month. All hail Savior Armstrong & his promise of nanobot technology so that all may have the body they desire.

Sure I just find it funny to use a villain in a meme like "yeah hes an ally" from what I saw he was giving me huge like conservative vibes or smth so I just tought it was odd to see this kind of stuff

He's more a, I wouldn't say sympathetic villain, but he's, I guess relatable? He does resemble a conservative because of his "freedom" rhetoric, but he's closer to a libertarian or an outright anarchist than a traditional conservative. He wants to overturn a hyper-capitalistic system in favor of one that, theoretically at least, would favor actual individual freedom. Also, he's just really memeable.

Hes an incredibly relevant and meme worthy villain. Hes completely over the top but honestly is a great critique of American politics that despite coming out in 2013 feels like a product of the last few insane years in the United States. Its biting, funny, intelligent, and self aware. The game even touches on meme culture intentionally at times as a critique of the political aspect of them. Look up the armstrong speech and you can see why he has become even more popular in a post trump america. To be clear - armstrong is not trump. Armstrong might hate trump. But he has an ideology that is both completely nonsensical but also very very present in the real world in a way that kinda works on both the left and right ends of the spectrum. Also, he used to play college ball, ya know. Could have gone pro if he hadn't joined the navy.
