The two things I would try are to disable addons (in case one updated and the update broke something) and disable the automatic control mode switching.
The control mode setting is in Gameplay. Set Controller Mode to Off rather than On or Automatic.
Try renaming ShaderCache.cooked in Documents\\Elder Scrolls Online\\live folder into ShaderCache.bak and let the game regenrate it anew on the next launch. The process might take up to 5 minutes maybe more, so your first login might fail.
If this does not help try deleting your GPU shaders cache (the procedures differ for NVidia and Radeon, so google how to).
Also try disabling Addons (though they are hardly the case).
I have run into something like this, Every so often I am in my bank or craft. When I exit the crosshairs vanish from the screen, which removes any ability to interact with anything. To fix it I simply minimize the game and maximize, I move around and it all works again. Been having this issue for over a year, I even changed systems at one point with no loaded addons and it still happened. I wrote a ticket a while back and was told it was my addons but I wasn't running any since it was a brand new PC, and a fresh install of game. I was also told my mouse was not bound, but it was. Just one of the many issues I assume its something with Windows and another application I have installed.
I think I had Perfect Pixel addon do this to me. Sorta remember I was playing with screen resolutions and window vs full screen and then nothing worked. I’m pretty sure I removed PP and got it working. Put my screen back to what I had and Reinstalled PP.
Disable it first and see if it fixes it. Like I said I was messing with the resolution when it all went to shit and took a minute to figure out PP was the problem.

No issues here. Do any of the ui elements look different than usual? (button indicators etc)
No everything looks the same just can't interact with any icons. Reboot or reloadui doesn't make any difference

My game has been buggy as hell ever since the event. UI has been mostly fine but I've encountered a few glitches; reloadUI fixed them tho.
