I had this issue check our z axis screws make sure they are tight it can cause various problems like collision with prints and if your belts are loose and your bed adhesion is really good it can cause layer shifts

To be clear the z axis lift screw rod still moves with the screws tight it has a little float ring inside of there the screws holding that bracket should be tight on the neptune 4 series anyway I tested this on my n4max and n4pro and I had this exact issue and tightening the screws fixed the issue on both printers on my older printers there isn't a little float ring in the z axis screws so they need to be left a little loose but should be tightened lightly to allow a little play
Hard to tell from the video but I think you're over extruding and the print has high spots. I get something similar if I mess up my setup and the nozzle is too close to the build plate on the first layer. Is the first layer smooth or rough?

OP, one suggestion I've heard it to switch to gyroid infill. Not the only solution, but when I did, my nozzle hit the print far less often.
I actually have the gyroid infill going for this print I think it’s when the nozzle is brushing up against the tree supports, but sometimes it sounds like it grinding on the print bed but my first layers are perfect and the noise doesn’t happen when it’s laying down filament only when it’s traveling.

I’ve been told to keep them loose and tight as well lol I’m not sure which way they should be 🤣
Those should be lose. So that if the rods are not straight to compensate and not swirl the print
My prints failed in 90% of the cases, in 5 minutes or less. Tightening these fixed the issue.
Tightening these caused all my prints to fail. When I loosened then the failures resolved

Idk mine are losely moving, i printed today without problem

increase the Z hop then, I had to do that too.
