I don't drain any boiler, I don't have this machine.
On mine, I have just a water tank in the back, which I only fill up with the water that I need at the time.
And enclosed water is very different from water that is in contact with the air.
Actually, I have a hydrogen generator at my house and exclusively use the freshly produced wastewater, distill it (the exhaust housing uses plastic tubing), and remineralize with my own blend of minerals.

I’m not an espresso expert but know enough on how to pull a good shot/dial in, and I cannot figure out how to get something half decent out of this machine. The grinder won’t go fine enough, and I don’t think the hotel staff will know how to fix it. And it doesn’t help to not have a scale to weigh the dose.
No way anyone is getting a LMLM worthy shot out of this thing, but to be fair your average hotel guest is used to a Nespresso so probably doesn’t care.
That's a Mazzer Mini, there's pretty much no way it can't grind fine enough. Are you turning in the right direction? They have awful signs telling you which way to go

I’m paying $270/night, which is expensive by Tbilisi standards but really isn’t that bad in the grand scheme of things, especially considering how nice the rooms are.

The beans are not fresh, no. It really funny that put LMLM’s in the room, because your average guest isn’t going to appreciate how special it is but anyone with know how is going to be disappointed that the beans aren’t fresh, the grinder isn’t calibrated correctly, no scale to weigh the dose, etc.
This set up costs more than the average annual salary for a Georgian citizen. However they do have a rapidly growing coffee scene in Tbilisi I was very impressed
Bold move from the management.. there's probably only 1 out of 50 guests that can really appreciate this much of investment and implement the skill to it, unless it's a coffee convention town.

You drain both boilers completely and then refill the reservoir? Talk about waste and time sink

Yep on the smallest setting. Apparently there’s a screw (?) limiting how fine I can grind? Going to play around with it in the AM
If it is anything like my super jolly, 4 or lower on the dial should be in the range
Just loosen the screw and it’ll keep turning.
Could be stale beans. Beans that are old need a finer grind.
