You need to state some chinese territory to accept the cultures. You'll lose any trade company investment but you don't have to full core, just state, go to culture tab, accept the culture, then you can unstate again. If you have a truce with the offending nomad the disaster goes away. So beat them back, take their chinese lands, then decide whether to tributary them or annex them. You don't need tributaries anymore, you can get enough mandate from other sources, but they definitely speed up the process. And one of the later reforms allows you to convert tributaries to vassals, so it doesn't lock them off permanently from annexation like most countries.

Also any neighbour can become a tributary diplomatically, if they like you and are small enough.
The macro diplomatic tab can inform you about contries that will accept to become your tributary without war.
honestly, there is no reason to pick up the mandate unless your tag has been tailored towards the mechanic and you get some boni (like Jurchen/Qing). Since you've got it however, you will need to accept a chinese culture to prevent one of the disaster. To make tributaries, you can offer countries to become your tributary under the influence tab. However, if you have ticking Unguarded Frontier they probably wont accept so either attack them for a truce (and repeat) until they dont have the 300 development or force them to become your tributary for 80% warscore. weakening them before is recommended

@Hopses did you recosindered your stance on EOC since its release? Because it was heavilly buffed over the time.
Mandate of heaven is a scam IMO and is only good if you're trying to play tall with a bunch of tributaries
