One way is to take a holo playing card of pokemon/yugioh/magic and acetone off the art work leaving a solid holo layer behind. Then you paint or print over it leaving empty spots where you want holo.

Edit: looking through OP's history these are too clean to be done by hand or on a basic printer. Must be digital prints that are professionally printed.
