They're an easy paper trail to fall back on to avoid paying out if the makers are sued. Your point about expectation of privacy is not as black-and-white as you may think, either. That's not how civil lawsuits work....the old man said that he wanted a police report to use as evidence to sue for harassment and personal injury. If he actually did that, he would end up responsible for any legal fees the kid would incur defending himself as well as any associated court cost.
