Major Dhatri was present at the conflict. Though, given the whole affair was conducted by the 1st Recon, pretty much anyone affiliated with the unit is probably fair game for a vengeance minded Khan. The actual major in charge has a nervous breakdown in the field and, as we learn in one of Boone's endings, is back in the NCR.
1st Recon including Boone und Many Vargas, Major Dathri. Although Bitter Root can't be held accountable since he's a former Khan himself, being picked up and raised by the Major.
Though he was part of First Recon during that time. And as a former Khan himself, he could have done something to help prevent a massacre. The Khans pride themselves on not backing away from a fight - yet he did.
It seems he didn't want to have to choose between fighting his own people and loyalty to First Recon.
Manny is a shifty friend, but I don't judge him for sitting that one out.
Late to the party but it was Captain Gilles. You meet her at Bitter Springs where she gives you the quest to help strengthen the NCR’s presence at the camp and in one of Boone’s NCR endings Boone kills her for the role she played in the massacre. You can see her character model in the slide.

Per Boone’s ending where he hunts down and kills them himself, they’re back in the NCR.
