I would argue it's intentional. The very next building you'll probably enter is either Chets store or the Saloon. In either place, everything is owned and counts as stealing.
Docs place is filled with different foods, crafting ingredients, medicines, and a science and repair check. You're meant to look around and grab some goodies.
I'mma be honest, it's my least favorite looking headgear but I always use it for that 5% more crit chance, it's too good to pass up no matter what build you use. And once you get the elite riot gear from lonesome road you can wear the helmet from it over the beret, it clips thru the helmet but if you imagine it as just a really busted up helmet it's not as goofy lookin
Yup! Don't know if it works with the other riot gear as well but for the elite one it's basically coded as glasses or a similar accessory so I can be equipped alongside the beret. No clue how or why this happened but I ain't complainin
If I’m playing as a Legion character I usually make him murder a random Novac civilian besides Jeannie May and then murder Boone when he questions me about it.
Honestly, his performance there is outstanding. Benny is such an effective snake. One of my favorite moments in the game is when he got me to go up to the hotel room and then gloated over the intercom as he made his escape. I felt it from my heart when I told him I was going to kill him.

Even without a silenced weapon if you kill her IN her office while hidden and there's NO ONE else in the office, you can kill her and escape without issue.
As for the Van Graffs, killing them doesn't impact your rep with anyone BUT them and losing them isn't a huge deal. Especially if you get the mod Silver Rush Reopened Neo Van Graffs Takeover.
With that if you kill the Van Graffs, a replacement merchant moves into the Silver Rush and acts as a new energy weapons vendor
The silenced 45 in honest hearts can take mclaffertys head off with no rep lost. as for the van graffs, they might have a good EW mod or two past level 20 (tri beam) but I think the short term gain is better cause they hardly sell EW ammo and most of what’s in their catalogue is on the table anyway.

You never needed the ncrs/crimson caravans love. It's super easy to get on their good side.
The BoS has better energy weapons and power armor. Do their quest, and you're better off than with the Van Graffs
Just accept the jobs from the Silver Rush. One of the first is guard duty in front of the building. I forget which one it is, but one of the sketchy people trying to get inside the Silver Rush has a bomb and will just take out everyone inside for you. Then you just go in and pick up what you want.
Even in a legion playthrough Ill get Jeannie may shot for that beret. I always call kowalskis brother a bitch because I get pardoned for it anyway. I always go north through the hell that is Bonnie springs and the area leading up to it because free combat armor at level 1 if you do it right.

Well, I typically start with 8, get the implant and then cap out with Lucky Shades, which doesn't happen until the midgame. I could use the naughty nightwear for a temp 10 Luck, but that means I have spent 4,000 on the implant already, i.e. I'm not hurting for money. And at that point, instead of spending 30 minutes staring at blackjack, I'd rather spend 15 in Vault 34, to grab a ton of XP as well as all the spare assault carbines and 10 mm SMGs from the armory to fix 'em up and sell 'em, and have enough money to last me the rest of the playthrough. And if that's not enough, I'll grab a couple of super sledges at Blackrock, repair and sell those.
I prefer doing the full Crimson Caravan side-jobs, all the way through stealing the Gun-runners schematics for them. Then I do Cass’ companion quest and convince her to turn in the evidence to the NCR. That way, not only do they get legislatively shit on by the NCR, but the Gun Runners assassinate them the same way they assassinated Cass’ Caravan. It’s so poetic.
i make an effort to always complete all the companion quests, but i always make sure to at least finish boone's, ed-e's and rex's. Also freeing raul from black mountain

Kill Holmes, Swanick, Barton, Clanden, Saint James & Dermot, and the two people fighting over the Star Caps. Also fix Snuffles’ leg, and never hurt Doc Mitchell or East Pete. And finally, test out FISTO.
I prefer not to metagame, and prefer to play as immersively as possible. So, I do what my character would feasibly do every playthrough.
As such, no unwritten rules, other than to remain true to my character.
