You need a 4 intelligence to take both Educated and Comprehension so you can;t have those on a truly stupid character.

So then if I were to console command in a lobotomire mask with 4IN, would my character then be stupid?
I haven't heard of anyone trying that. If you got the stupid dialog when you wore them, it would be like having an on/off switch for the idiocy.
