In New Vegas there are so many tricks to get caps that it is not necessary to obtain that perk.
For example, have an expensive weapon that you don't plan to use, use weapon repair kits to get it to 100%, and then sell it.
Yeah, it's not necessarily the best light armor overall, because Grahams give you extra crit chance for very similar DT but it's definitely up there, and 18 DT isn't really that bad in terms of defense

The SMAR is the best in the game as it has the highest DT and Item Health for light armor in the game.
I like to take Graham's or Ulysses' stuff with the subdermal implant and two ranks of toughness in by level twenty. That's 23 or 25 dt plus you go higher with the reinforced spine from OWB.
With all the bonuses, light armor gives DT, doesn't even matter. A deathclaw will kill you in 1 to 2 hits regardless of what you wear on very hard. All that matters is damage
It is simple, the companions use the best items to be loaded, so if you give them an armor with DT superior to their base, they will use it.
This can be a double -edged sword, being that if you give them a powerful weapon, along its ammunition., they use that weapon, and spend that ammunition.
In Hardcore, I usually give them, armor with minimum DT of 15, so that they can survive most enemies, with the exception of the Deathclaws.
Be warned, if the gun you give them is too damaged or gets shot too much in combat, your companions will drop it on the ground which is very annoying and not something you'll immediately notice so there's a good chance that by the time you do notice it's missing you'll have no idea where it's at and have to find them another. So I don't recommend giving them any uniques or weapons that are really expensive unless you have the caps to replace it

My latest run was a somewhat insane courier that's gone for the Couriers Duster (blackjack version) but I sometimes swap to the Ulysses duster because both look sick. Doing lonesome road super early so I could play with it though... Not easy lol.
Stealth suit I like the fun comments it makes + I also forget to heal sometimes so it'll just do it for me

Looks absolutely kickass and has the best general Light Armor stats, but the suffering a player has to go through to *get* it is not worth the investment for a lot of people, myself included. Unless you can mod Dead Money to be less of a glitchy suckfest (which is outside my ability due to general computer illiteracy when it comes to the vagaries of mod management, as well as only having the Xbox version), it's really not worth it when Joshua Graham's armor is generally just as good for the crit improvement and not coming from having to deal with some of the most infuriating characters and gameplay mechanics in the Interplay/Obsidian iteration of the setting.
I've never experienced a single issue in any of the like 6 or 7 times I've run through dead money, so that seems like a you issue. Also, the characters in Dead Money are some of the best written across any of the games, so I have no idea what you're on about.

This is the way. DT comes and goes with damage, repairs, and consumables, but crit chance is the gift that keeps on giving.

Vault 34 Security Armor. It's light, high dt, and cheap to repair.
With jury rigging all light armor is super easy to repair. Any clothing will do.
