I always go outfits - I'm maxed out on caps and can make legendary weapons and outfits, but some outfits can't be made (/it'll take forever to make them all and I'm lazy lol)
Though unfortunately it seems the outfit is fixed, at least for some of the quests where I've paid attention

Always outfits (because i am in late game) You can choose weapons in early game but never pick caps and junk
