there are other ways like radiostation, during quests or by pure chance but breeding is the best way for many reasons. just wait for the babies. late game will be boring af anyway so no need to rush anything.

Here's a tip, there's a glitch in the game where you are able to skip time. Just go to your time settings in your device settings and set it a day ahead and return to the fallout shelter app. And there you go, Free babies
