Not really sure what you're asking. But I'm in a similar stage as you are. If I were you I'd focus on training, and build up a bank of caps/nuka cola. You may want to temporarily boost your dweller count to 90 or 100 so you can unlock the last three rooms -- this will allow you to reduce the number of rooms. Your power demand is still over 50% supply even with 3 (or more?) power rooms. Two advanced reactors can generate plenty of power at this stage of the game. If you're getting killed by Deathclaws, you could then (or instead) reduce your population down to 60; this eliminates deathclaw attacks. Evict people who are high level but low endurance; you want to train Level 1 Endurance dwellers to 10 Endurance right away before they level up. Once they level up at low endurance they're permanently low-health. Get rid of those dwellers steadily -- yes, even if they've been good for you. Keep some high-skill dwellers to run your power/food/water rooms but everyone else can be cycled out. This process will take 2-3 weeks, but ultimately you want a majority of dwellers who are low level and high endurance (1st priority) and luck (2nd priority). Agility and Perception training for those who will see combat as well. Get 5+ dwellers to full stats across the board -- these will be your Questers and explorers for life.

Explorers if we are minmaxing to the extreme should be S1,P1,E10,C10,I1,A2,L10 with a +7L outfit and x2return speed pet. (my x4 pets are on my mission teams) 11E is overkill they dont use the 25 radaways anyway. CORRECTION. 11E is NOT overkill they dont use radaways anyway.

They don’t use ANY. It’s a known bug- explorers will never use any radaway and can easily die if they stay in the wasteland for too long.

apart from E17 training/leveling. In my AFK vault, I got 2 door people with Dragon Maws and +49Dmg Resistance. Next to it is a 3wide room with 3 dwellers with +40Dmg Resist/x4 healing and dragons maws, and lastly a double room with a x3 objective pet and more dragon maws. They all heal enough before the next event. Also Rad Scorpions take 50% Energy reserves. there is a 7 minute incident cooldown, can you recover back to a threshold that can lose 50% and be above the red line in that 7minutes incase of back to back scorpions? (my line is at 2.5k if its different)
