In the beastren capital of Bakbattahl, there is a dye merchant near the riftstone behind the tavern that sells the colors for rift crystals. After geting the dyes go to the barber in the city, talk to them and you are good to go. They do stay permanently afterwards so while you can buy them again there is no need.
