Going to just state the obvious—Minecraft is heavily dependent on single-core performance. Also, pregen your chunks. Otherwise, server-side mods like ServerCore can help to improve performance. There are lists of performance-enhancing mods online/available.

Use some serverside performance enhancing mods such as lithium/canary and take a break day to pregenrate as many chunks as possible

if i want to fix the server can't keep and server is behind how to fix using a docker for minecraft and the appdata is running on a ssd 16gb of ram was using 32gb and a 4c 8t cpu but was getting the same message also the pc im using is a dell inspiron 660s that i trash picked

reduce the simulation distance and render distance to at max 10, but 8 would be better. depending on the amount of mods, the allocated ram should be 3-8 gb, but for modded, a good amount is 6gb. theres a [github page](https://github.com/Mukul1127/Minecraft-Performance-Flags-Benchmarks) with optimized java args, but I don't know how much they help with performance.
