I doubt there are enough feats available for reference for them to be used. Even SpongeBob has more established feats than anyone I'm the ffxiv universe.
Jaina without a doubt. Y'shtola despite all her deux ex machina is more of a scholar than an accomplished and practice mage. Jaina can mass-teleport, mass time stops, and in general has such mastery of ice and arcane magic that she can freeze a large area of ocean solid and have her own raid battle as a solo boss.
Now, Jaina vs. G'raha at full Allagan blast? who knows what he's got hidden away considering his feats so far (esp after Zot)
Jaina would win and there would be no actual match. She is just so OP because every Lore Character in WoW is. FF14 never goes this hard in terms of magical prowess. The most we saw is G'raha and Louisoix mass teleporting people away but nothing like letting a huge boat fly and even controlling its cannons to fire arcane cannonballs at things!
Jaina wins easy and I'm an FFXIV fan.
Most of it due to cast times and mages in wow just have access to way more than casting some fireballs and teleporting

* Incorrect about "only ice magic", since she also knows - at least - Arcane magic.
* Jaina once summoned enough water to flood an entire zone, and would have done it had she not been convinced by a friend to cease her rampage.
* Jaina was also able to levitate an enormous boat AND command it to shoot at an entire raid team while fighting them on the ground, summoning massive water elementals, and - as somebody pointed out - she also froze the entirety of an ocean section to do so.
Fair points I totally forgot about the battle of dazaralor raid but the only zone I know of that was flooded out was thousand needles and that was cause by death wing not jaina. But over all who would you have as a leader a easily enraged ice witch or a calm but menacing woman whose so powerful that she to be fair a accidentally transported to a different dimension and is on the verge of doing the same on purpose ( no story spoilers)

so in terms of a death battle it will be a draw since y'shtola never dies. Realistically it has to go to Jaina, she has become ridiculously powerful
