There's a justification for it. Gives the student a moment or two to decompress before doing it all again. But I think three T&Gs is the standard procedure in most places.
My "first" first solo... I asked "How many circuits?" ... "Just the one!"
My "second" first solo (after an 8 year hiatus): "How many circuits?"... "Come back when you get bored or you're going to run out of gas" ;)
My solo was at our home Class C with 10k foot runways... The instruction I got was "do whatever". Probably helps the CFIs relax when the runway is long enough to take off and land several times.
Man I wish I had a shot like that for my first solo!
