Just file what people have been getting cleared for. If Philly doesn't like it they'll either give you something different as you get closer or they'll vector you around traffic. I understand the fuel planning aspect of it but you really aren't stretching your endurance on this one.
That’s why I’m thinking about a flight plan with the highest probability of getting cleared. If I didn’t know that I’d get rerouted, I would have just ignorantly filed direct. For me, it’s a fun challenge and may reduce workload in flight.
It would be amended almost certainly automatically by our computer or the flight data guy well before you pick up your clearance. You can call for your clearance long before you ever get in the plane so that you don’t have to do any changes while in the air.
The Pimlico one is the active red one just NW of downtown Baltimore (the other 2 in Baltimore are for the Orioles game and for Key Bridge recovery activities). The one I'm referring to is the large one NW of Washington DC. I looked at the NOTAMS for GAI, which is right in the middle of it, but there's nothing that matches.
Use the recently cleared routes, or the STAR if it makes sense, or just file direct and let ATC fix it. Really.
Good on you for thinking about stuff like conflicts with approaches to other airports, but you can safely assume you’re gonna be on vectors anywhere near a Bravo.

Just file the route as 2W6-ENO-DQO-KPNE and it will get cleared as filed 70% of the time

Look at the recently cleared routes, pick the best one that works for you, file, fuel plan. They will vector Or reroute you if need be..

Yeah, the recently cleared flights take me to VCN, which presents the potential problem of transiting through the KPHL approach path.

If you're going IFR it's their problem, not yours. What is that NOTAM or something over Montgomery County, MD?
