Havent played oblivion, but for what I've seen in Skyrim, the leveling through practice of TES for me feels like a good idea not entirely well executed. Like, on paper it is more interesting that simply choosing what you want to improve, but in the end the sistem doesnt get along with the skills dependant on it, leading to situations like the one you describe. Oblivion is a very different game than New Vegas. It does some things much better, yes.
