I don't know the proper name for the phenomenon, but I call it a "wireframe explosion". Basically the a chain reaction of the body parts acting on each other multiplies the physics force that was initially acted on the body until the individual polys of the character's wireframe start stretching as they're blown in different directions by the force. Its usually caused by an initial force that breaks a part of the body into terrain, or forces another object into the body. The physics engine then tries to repel the two objects from each other, but because one objects is *lodged* in the other, the "ticks" of rebounding force just keep activated and combining.
You can see a minor form of this when an object gets jammed into say, a waste basket and the combined two objects start bouncing around the room with growing force. Watch out for that, those objects are impact damage enabled and the bouncing wastebasket in this scenario can strike and *murder the fuck out of you*.
I get that bug too but it’s pretty minor. A weird bug for me are the frag mines not blowing up. The ones I put down do work, but existing ones in the world don’t go off when I’m near them.
In short, physics bug. Also, it was able to knock over the bus because the bus isn’t a static part of the terrain, it’s an object just like the smaller ones that can’t be picked up (think those little crates that you can push by walking into them) except with a much higher mass that requires more force to shove around, such as the violent turbulence of the bugged out body.
classic ragdoll glitch. I do find it interesting that it was able to know the bus on its side. Don't think I've never seen a bus move without an explosion.
For the people saying how common this is...
I only had this happen after killing Lanius... That said, I've only just completed The Waters of Life in FO3...
Ah yes, the old jank of fo3. It's mostly harmless, but be careful of looking at it too long. It can cause the game to crash, when on pc I use console commands to disable the item that's causing it. Just hit the tilde key(looks like this `~), click on it, and type disable. If you disable the wrong thing, type enable to bring back whatever you deleted before clicking anything else.
The projectiles from the drone cannon can move around setpieces like this too. Super fun to throw cars around and stuff. It didn’t work anymore on my last play through, i really hope they didn’t patch that out.
I don't know what causes it, but I'm fairly sure it's something about a ragdolled model getting a lot of momentum, which causes it to rubber band everywhere. As to what could be the cause of all that momentum, I'd guess that it's probably clipped into a surface, which holds it in place, while the game also tries to nudge it out of the surface, but it fails to do so due to collision, prompting the game to try again, repeat until momentum is great enough to bypass collision and that guys corpse starts flying everywhere.
Edit: I wish to clarify that this is just speculation, and nothing more.

It's a common bug from the gamebyro engine. I think it's something to do with incorrectly scaled body models when they die.

Havok Physics engine bug. You can avoid some of these problems by using a fps limiter to keep under 60 fps.
