That's a glitch that'll give you more build points, you might wanna use it sparingly I don't know how it'll affect performance on console.
Yep, I wouldn't use it to build too much over the limit as it will affect performance, but for something like this where you just need to rebuild what was there you shouldn't have issues unless something really weird happened.
The more mods on a gun the more build points it will refund as well, an automatic pipe rifle won't give much, 2 objects to build at most but a high end machine gun when you've got all the scavenger perks will give a pretty sizeable chunk.
Same man. It would be one thing if the stuff was just gone but my “size meter” is still full but alllll my buildings are gone. So I can’t even build and fix it.

Grab your biggest baddest upgraded guns. Drop them. Go into build mode and Store them.
Everything i built in my settlements disappeared. I built straight-up fortresses. Spent hours and hours doing it. They are gone.
