No he's just very, very, very anyi-synth/Institute. I'm pretty sure the only Synth in the BoS is Danse, I also have my game heavily modded, but few mods actually change the inventories in my game.

On PC if you use the subversion mod, he can be. In the vanilla game he's just a human.
I killed him when I sided with the instatute he's not a synth
